Fletcher D. Handley, Jr.
Civil Justice Attorney
has been practicing law in Oklahoma for 30 years, primarily in the areas of Personal Injury, Wrongful Death and Divorce and Custody. Much of his practice is focused on Auto Accidents and Insurance Law, including Dram Shop, or Tavern liability. His reputation in these areas led the American Bar Association to ask him to testify before the US Senate Commerce Committee in 1999 regarding a proposed National No-Fault Auto Insurance Bill. He is retired from the US Army Jag Corps and the Oklahoma Army National Guard, having served in the Armed Forces for almost 35 years, many as a Military Judge. He is rated "AV" by Martindale-Hubbell and is a Charter Member of the International Society of Primerus Law Firms.

Biography

    Fletcher Handley practices primarily in the areas of Plaintiff’s Personal Injury and Family Law. He has been an active member of both his county and state bars, serving as President of the Canadian County Bar Association and is a Lifetime Sustaining Fellow of the Oklahoma Bar Foundation. He has received several awards including two El Reno Public Education Lamplighter Awards for his service as high school Mock Trial Coach for 20 years, and was selected as Oklahoma’s Outstanding Young Lawyer in 1983. He was appointed by the Oklahoma Supreme Court as a Judge of a Temporary Division of the Oklahoma Court of Civil Appeals in 1992. He is licensed in all State and Federal Courts in Oklahoma, the 10th Circuit Court of Appeals and the Supreme Court of the United States. He is a 1975 graduate of the University of Oklahoma, with a BA in Professional Writing. He received his Juris Doctorate degree from the OU College of Law in 1979.

    Fletcher has been active for many years in the Tort, Trial and Insurance Practice Section (TIPS) of the American Bar Association. He has served that organization in several capacities including Chair of the Automobile Law Committee. While in that position, he testified before the US Senate Commerce Committee in 1999 in opposition to a proposed National No-Fault Insurance law. He served on the TIPS Council 1999- 2003. He is currently a member of the Plaintiff’s Task Force and on the Board of The National Leadership Academy. He previously served on the Board of the National Trial Academy, where he acted as a mentor to young trial lawyers in 2002. He also serves as Chair of the Scholarship Fund Board. He has lectured extensively on trial practice over the past 15 years, including the 1999 Hawaii Bar Association’s Annual Symposium on Motor Vehicle Law, in Honolulu, HI. He was recently featured on “America’s Premier Lawyers” on the SkyRadio network heard on most major airlines. He is a member of The Million Dollar Advocates Forum, one of the most prestigious groups of attorneys in the United States. He is considered one of Oklahoma’s leading authorities on Dram Shop Law, the liability of tavern owners and other sellers of alcoholic beverages. In 2007 was elected by his peers as an Oklahoma Fellow of the American Bar Foundation, an honor with is limited in each state to no more than one percent of all attorneys.

    Fletcher also spent most of his adult life in the US Military. He is a past member of the ABA Standing Committee on Armed Forces Law and the ABA President’s Task Force on Protecting the Rights of Service Members. He began his military career as an Air Force ROTC Cadet at The University of Oklahoma in 1966. He enlisted in the US Navy in 1969 and earned air crew wings as a radar/ecm operator, stationed in Brunswick, Maine. He enlisted in the Oklahoma Army National Guard in 1981, and was commissioned as a First Lieutenant in 1983. He retired in January, 2008 at the rank of Lieutenant Colonel. He last assignment was Deputy State Judge Advocate for the Oklahoma Army National Guard, and Military Judge.

    Fletcher is a Charter Member of the International Society of Primerus Law firms and received the Society’s first Community Service Award in 1994 for volunteer work on behalf of victims of the Oklahoma City Bombing. He was a member of the Board of Directors of Primerus from 2000 through 2007. Fletcher also serves as an Arbitrator for the National Arbitration Forum, and has 10 experience as both a civil justice and family mediator.

    An avid golfer, Fletcher has worked at The Masters Tournament in Augusta, Georgia, continuously since Jack Nicklaus’ historic win of 1986. He is rewarded with an invitation to play a round at Augusta National every year. He is fortunate to have played many of the world's best golf courses, and tries to add to that list each year. He also enjoys singing and playing the guitar, occasionally in public.

    Fletcher and Dianne were married in 1974. Dianne is employed as a Deputy County Assessor. They have two grown sons, Ashton and Alex, both US Navy Persian Gulf Veterans. Ashton, a graduate of Loyola University, New Orleans, served 4 years in the Navy and is currently in law school at the University of Tulsa. Alex graduated from the University of Southern California’s Cinema/Television School and was commissioned into the US Navy as an Ensign by Senator John McCain. He is currently in the Ready Reserve and works as a Production Assistant on the television series “Desperate Housewives.”
