Fletcher D. Handley, Jr.
Civil Justice Attorney
has been practicing law in Oklahoma for 30 years, primarily in the areas of Personal Injury, Wrongful Death and Divorce and Custody. Much of his practice is focused on Auto Accidents and Insurance Law, including Dram Shop, or Tavern liability. His reputation in these areas led the American Bar Association to ask him to testify before the US Senate Commerce Committee in 1999 regarding a proposed National No-Fault Auto Insurance Bill. He is retired from the US Army Jag Corps and the Oklahoma Army National Guard, having served in the Armed Forces for almost 35 years, many as a Military Judge. Dram Shop Program

At the recent annual meeting of the Oklahoma Bar Association, El Reno attorney Fletcher Dal Handley, Jr., was a featured speaker in the annual insurance law update seminar of the Oklahoma Association for Justice, formerly, the Oklahoma Trial Lawyers Association.

Handley’s topic was “Oklahoma Dram Shop Law - a Primer.” Handley has almost 30 years of experience in Personal Injury and Insurance law. He is considered by his peers as one of Oklahoma’s leading experts in Dram Shop cases.

Dram Shop liability is defined as the liability of tavern and restaurant owners, along with others who sell intoxicating beverages, for injuries caused by a tavern patron who was improperly served while noticeably intoxicated. The liability also extends to serving minors and the injuries caused to them or by them as a result thereof.

The annual program is historically one of OAJ’s most successful. This is the first year that dram shop liability was included in the seminar. The program was repeated the following week in Tulsa and was later reproduced by video tape for those who could not attend in person.
